1755 hyd oil cooling pump

Noticed on our 1755 that hyd pump was getting very warm recently (45 degrees out) so I changed hydraulic oil an filter , pump still very warm so I cracked the out flow line on hyd oil cooler pump , nothing , removed inlet line to pump but no oil unless I lower the line about 6" by frame , I was wondering do you have to prim this pump some how an should the inlet line have oil flowing into the pump thx Dave
