1850 Oliver/cockshutt running rough

Ihi All
Hope someone here can help me with my 1850 diesel running poorly. It ran fine until mid winter then one day it would not run above an idle without blowing huge amounts ofblack smoke (full throttle) or flames out the exhaust (about half throttle). I drained fuel and changed filters with a little improvement but not much. It still starts ok and idles fine. I am hoping someone here can give me a direction to start looking in or has experienced this before

Check the air intake system for blockage restrictions, if none are found there may be injection pump advance trouble, OR the quill drive shaft may be damaged on early 3262598 and 3263680 small hub drive injection pumps. If engine has been updated to the heavier uprate drive like later Perkins, there may still be some drive backlash causing the trouble. Check the simple things first.
 
I?m sure this is just a terminology thing but what is the lift pump? Is it the pump on the right side of the engine for priming the system after a filter change?
 
What would cause injection pump advance trouble?
The pump has not been moved since it was off for servicing 10ish years ago. I will also have to check on serial numbers to see what pump I have

Injection pump speed advance works from the transfer vane pump, when the internal blades are worn the advance supply pressure drops, keeping the advance from operating correctly. Just finished testing a four cylinder Perkins 236 pump with the same trouble on arrival.
