If doing a complete rebuild on one of those engines, It is a good idea to have the complete rotating assembly balanced before reassembly. John is correct very few inline 6cyl have balancers, you get very few harmonics from a inline engine. Unlike a v8 or such.
 
Knowing the reputation of the Waukesha 6 cylinder diesel engine that would be one of the first things I would do. Harmonic balancers are good insurance.---Tee

Ok. Are you building a pulling motor/tractor or a farm tractor/motor??????? You did not specify or explain yourself. There is alot of difference in the two.

If I was to build a pulling engine; Yes I would run a balancer! If I was building a stock or appearing stock engine in a tractor such as a 310 that you questioned. No balancer required. You did not give all the in formation.
 
Putting together a antique puller that will run 30 seconds under load. Your farm tractor will run all day under load so why is a dampener needed worse on a puller? Why does Deere say to change the dampener after so many hours on their 6 cyl. engines? When Oliver took the 7 main engine from 80 horse (1800) and went to 130? (1955) you need all the help you can get to keep that engine together. I used to walk our local salvage yard and see all the Waukesha blocks with holes in the side of the blocks. Please read up on the theory of a harmonic balancer.---Tee
