1850 oliver steering problem

Jack up the front of the tractor, check to
see if it will steer left and right. If it
does turn easy with no binding or any
visible issues with steering components
while no weight on front end. I would then
check pressure at flow divider valve.

Check everything out by the manual. Check flow control valve, steering cylinder, and front end linkage with front end off the ground and again on the ground. But it is likely the Saginaw steering motor. There are no new replacement Saginaw motors or parts. You can try one from an old combine but there are no guarantees.
AllStates and Maibach's sell Charlynn replacement kits. They are not cheap. We have done our 1550 and our 1750 last year. The 1550 was a head scratcher when it acted up but we went through it by the service manual and then decided to install the Char Lynn kit. When the 1750 acted up, we installed the kit right away.
Good luck.
