White 700 utility, 3pth stuck in up position

My neighbour bought a mid to late 70s White Utility diesel(Iveco motor)tractor with an after market loader just this Fall. Previous owner had bought it for loader and drawbar work and didnt care that the 3pth wont go down. My neighbour would like to get the 3pth working properly. If we stand on the lift arms and lower the 3pth it will drop about 6 inches.Then it will raise fully when we move the lever to the up position.This tractor has wire cable connectors on the main quadrant at operators platform, which connect to the 3pth lift body under the operators platform. It doesnt look like a good set up;all cables are either disconnected or stretched or broke.A lift handle beside the 3pth, is all that works the system right now.We are wondering whats going on?There is adequate oil flow because the loader works fine. Has hydraulic oil been diverted away from the 3pth to work the loader or is the bore seized up or is there air traped in the hydraulic lift. Anyone have one of these tractors and could weigh in on this problem,Thx in advance for any replies.....John
