white 4-78 forklift water in hydraulics

Whats the best way to flush the hydraulic system on a white fl 4-78 forklift. I took the filter off & the fluid is a yellowish cream.

it takes a couple flushes to get it clean. I drained the old and put in all new and it was still milky from the leftover in the hyd pump.
You could run it when after draining tank to get the last bit but I didn't want to run mine dry so I changed oil a couple times instead.
