I was adding coolant and when it was almost full when a good stream of coolant started running out of a hole in the exhaust manifold that is directly below the heat valve adjustment. It's about 3/8 inch and I think I can see threads in it but it's pretty rusty in there.

This engine was completely rebuilt a few years ago and I am just now getting it running. The engine was painted and I can see some green paint inside the hole.

I'm assuming this is a hole to help drain the coolant. But I can't find any reference to it in either the service manual or parts manual I have.

I stuck an 1/8 inch rod in the hole and could push the rod in about 8 inches before encountering anything. This put the end if the rod in about the middle of the head.
 
Your post did help. In the Parts manual there is part number 45 which is labeled
"STUD Exhaust Manifold Center Hole" (3/8" - 16 x 5 1/2).

Then there are parts 46 and 46A which are a nut and washer for this stud.

Use teflon tape or pipe dope on it to help seal it. I put pipe dope on all of the manifold studs when I put them in. From what I could see, they all went through to the water jacket.
