I just replaced clutch pac on white 4-150. after re installing pto unit back in tractor and run the pto brake will not stop rotation. The control cable unhooked in unhooked and manually running the valve from run to brake.

I'd pull the control valve off the PTO and pressurize each port. See if you have air coming out of the breather on the pto. Sounds like it wasn't either reassembled with enough clutches and spacers causing the one piston to move to far and actually engages the PTO in the brake position. Maybe also a missing/torn seal.
