Except that they have the same principle behind them; that being either a clutched direct drive and a sprag-based underdrive, the answer would be no.

For one thing, the power booster is air-cooled and the Hydra-power is oil-cooled.
 
Power booster is a dry over center clutch. Hydra power is a hydraulically engaged wet clutch. Not even the same animal, they just achieve the same result.
