Oliver 550 injection pump timing

I have a friend who has a Oliver model 550 construction tractor.
He removed the injection pump prior to setting injection timing and replaced the pump. What are the degrees BTDC ?
The injectors have been rebuilt. When cranking, the engine has heavy smoke and will not start on starting fluid. One person gave up on trying to get it to run after trying several different timing
settings, Any help will be appreciated.

Is it a Bosch or a Roosa Master pump? The Bosch is timed to the start of injection + you need to be careful as the pump runs at crankshaft speed and is easy to get one full turn out of time. The Roosa pump is timed to the end of injection. If a Roosa post the model of the pump as there probably is a little variation in timing.
