Oliver 77 Govenor Issues

I've just finished the Oliver 77 Puller engine build, installed 1550 head, manifolds and carb onto a Super 77 engine. Tractor starts and runs well, sounds terrific, very smooth however went out to first pull and the tractor doesn't seem to have any power at all. The engine runs smooth not missing just dies as soon as you put it to work as if it's not making any HP. I'm thinking it's the govenors that need setting up, does anyone have any advise or experience adjusting the govenors on the 77 gas tractors? Would it hurt to run that motor up to 2200 rpm?
 
Did you use the 1550 assembly AS rated rpm ON THE 1550 IS 2200! What governor spring are you using? How did you adjust the linkage?
 
I set it us using the Oliver 77 service manual. The spring is the original 77 Spring.
Should I be looking to purchase a 1550 Spring?
