Oliver 88 diesel head(ache)

My apologies in advance for the long post.

I have a 1952 Oliver 88 diesel that I am rebuilding, and am having issues with the head. I have a few questions:

First, many of the energy cell outer halves are broken and/or burned through. At a minimum, I think that I will need to replace the outer halves of the energy cells. Unfortunately, many of these are stuck, and seem that they have essentially welded themselves in over the past 65 years. The head is removed, and I have tried driving the entire energy cell units out using a brass drift through the injector ports, but have not had any luck. Does anyone have any suggestions for removing these? Can the energy cells be milled out of the head if they are extremely stuck?

Second, it appears that some sort of sleeve has been pinned in to the exhaust valve recesses in each cylinder (see attached photos). Does anyone know what this is? I have not seen this before, but my experience is fairly limited...

Cylinder #5 apparently sat with water in it for an extended period of time, and and the head looks very rough here (see attached photos). Should this be of any concern?

Finally, given the issues with the damaged and badly stuck energy cells, the pinned in sleeves in the exhaust valve recesses, and the appearance of the head over cylinder #5, is this head repairable, or should I look for another head? If I need another head, does anyone have any suggestions on where to find one?

First of all those inserts were installed on Super 88 heads not fleetline heads. MY e-mail is open please send me a reply and include casting number of the head.
