you might be able to get by with 10 hp per 1000 lbs pulling . 6000 lbs will take about 60 hp to win on a tight track in low gear that's your 1st gear high side 2.2 mph .
 
Sounds like running out of gas, has enough fuel to run light load but carb bowl runs dry under load. Maybe partially clogged screen in sediment bowl like other fellow said. Good luck, happy pulling!
 
Can you borrow a dyno? How many hours on the tractor? Have you check float level and restriction on the fuel from the tank to the carb. How about wear in the governor. What is your high idle no load speed set at?
