Oliver 1600-D front engine seal

Going to replace front engine seal before paint. Pulley hits steering cylinder and wont slide all the way off of shaft. What is the best next move? If I loosen the bolt to drop the cylinder down on the vertical shaft, will that give me enough room to slide the pulley off? Thanks in advance.
 
Might be best to pull the PTO shaft out the back a few feet,then take the motor mount bolts out and lift the front of the engine. I think it'll lift high enough without having to take the chain coupler apart.
