1800 C Steering

I'm helping a neighbor with some issues with his 1800, series C. He is having problems with the steering wandering. In about a mile, he will make 4-5 complete revolutions of the steering wheel chasing it. I've driven this tractor a time or two and you are constantly turning the steering wheel more one direction to keep up with it.

I'm guessing that the problem is the hand pump under the dash. Any of you seen this and can you confirm it? I'm not sure of the condition of the cylinder and there are no major leaks.

I asked the same thing about a 1600 a month or so ago. Consensus seemed to be the steering motor.
