1850 front bolster removal

I am attempting to remove and replace my front bolster because the hole for the pivot pin is worn egg shaped from too much loader use. I have all 6 bolts removed from the bolster and some threaded rods installed to catch the bolster but it won't come down more than 1/2" I have the bolt holding the center steering arm to the pitman shaft loose but not removed. Does this bolt have to be removed to slide the steering arm off of the pitman shaft? It seems like that is the only thing keeping the bolster from sliding down off of the pitman shaft. The shaft should stay in the piston and allow me to remove the bolster correct?
 
Yes,you'll have to take that bolt all the way out. There's a notch in the shaft and the bolt goes through it.

When I couldn't get the bolster to drop anymore I took the cover off of the steering cylinder and loosened up on the puller bolt thinking this would let me take the whole shaft out with the bolster but that didn't work either. What holds the shaft in the cylinder other than the puller bolt?
 
You said you loosened the bolt. But you need to fully unthread the puller bolt from the shaft. It will let you remove the gear and will make reassembly much easier. Change the seal while you are at it.
