Oliver 77 carb

I have inherited a 77 Oliver that has not run for 22 years. I got it running on wd40 then it started running on gas but smoked like crazy at idle and gas would run out the carb when shut off. I took the carb off and found that the needle tip was gone. I then sprayed carb clean and air through all the ports and but back together. I ha e the idle at 1 turn and load at 1 1/2 turns out. I put the carb back on and tried to start it and can not get to start on gas. I put a petcock in the bowl and have gas at the bowl as it runs out petcock but when you try to start it it will not start and gas stops running out the petcock. Have tried with petcock closed also. I can get it to run on wd40 and carb cleaner but when you stop spraying it dies. Any thoughts.
 
Float needle stuck shut not letting gas into the carb. You say petcock what and where?? Should have a carb drain plug and when the carb drain plug is pulled and the gas on the flow should fill a pint jar in under 3 minutes. You also might try pulling the carb air intake tube off and while trying to start it hold your hand over the carb. You should feel a good suction and also have you hand covered with gas. It may even try to start.

By the way I hope you did a good ATF sock to it before you started spinning it over or you may have broken some rings from the fact it has not been turned over i an very long time which causes sticking rings
 
What happens if you pull the air intake tube off and hold your hand over the air intake while you try to start it?? You should get both a good suction and also gas should cover your hand. Shoot it might even try to start. But sounds like you did not clean the carb well enough and you need to when you clean carb poke out all the passageways wit ha small wire or as I do a torch tip cleaner tool
 
Builds great suction with had over carb and will start and run with had over inlet but dies when you remove your hand. What port would cause this, could I got the bowl gasket upside down or the Venturi upside down???? Thanks in advance
 
Do you have the good steady flow of gas out of the carb drain plug that will fill a pint jar in under 3 minutes??????????????? If you do not have that your not gettign enough gas to the carb. If you have the good stead flow then the main jet is clogged up
 
Have good flow to the carb removed carb and checked all ports appear to be clean but no fire removed the load screw and blew air in carb while on tractor and reinstalled tractor the started and ran until ran out of gas in tank put gas in tank and will not fire again.
 
Good flow to carb means nothing unless you have the same flow out of the carb drain plug!!!!!!!!!!!!!!!!!!!!!!!!! Just because you have good flow to the carb does not mean you have good flow into the carb and no or low flow means no or poor run. You need to do as i say and check flow out of the float bowl drain plug which sits on the bottom of the carb
 
But that was not what you said you said you had good flow to the carb which to me say you pulled the line off the carb not pulled the drain plug. If you have that then it means the main jet is clogged up and you need to clean it out good and poke it out with a small piece of wire or as I do a torch tip cleaner tool
