1650 trans stuck

I put a new input shaft in my 1650 and when I started it, in neutral, it stalled. I pulled the shift tower to check the shift rails and they seem to be in line. Now, a little testing. With a long screwdriver, I can push the cluster gear collar forward. I guess this is low range on the input shaft. The speed gear is still in neutral. I can turn the gears. But, when I push the shift collar to the rear for high, the transmission can't be turned. What did I do wrong? Any and all help will be appreciated.
 
It turned out to be a problem with wear. The tractor has almost 7000 hours. Tightening
the nut at the rear end of the shaft to what the book says was too tight, due to wear on
the face of probably the spool. I will need to have a few thousands taken off. I loosened
the nut, and a slight tap with a screwdriver had everything turning as it should. BTW, I
am a firm believer in Lubriplate 105 on assemblies like this when I am putting stuff
together. I had plenty on it, and poured some oil over the gears before putting the
hydraulic unit back on. Apparently I hand turned it after tightening, but not in both high
and low. That was a mistake on my part not to rotate the shaft in all positions. the clearance between the gears is supposed to be .008 to .012.
