1650 PTO seal.

I am having some trouble changing out my PTO seal on my 1650 Wheatland. I removed outer large snap ring and that's as far as I can get it. The shaft only moves about an.1/8 at most. Am I missing a step or is there more involved. I have the service manual but it's pretty vague to me. Should be simple right? I do have the all the gear oil drained as I installed a new hydraulic pump and will put new fluids in.
 
There is not anything else holding the shaft.   Should the shaft and bearing not been removed it sounds like it is only moving the width of the snap ring.   Clean out the area in front of the snap ring.   Just going to have to yank harder on it.

I am assuming that it is the dual speed version that is only 540.   When you remove the shaft, if a lot of fluid is behind the shaft and bearing, you have a cap that should be on the back side of the drive gear that is out of place.   Will require a PTO disassembly to correct.
 
It is 540. I think it may be dual speed. Not exactly sure. I did drain all the fluid out before hand. I will look into it further once I have some more time on my hands. Right now I am finishing up some trade schoolin. I'll get back to you asap. Thank you
 
If you can,wrap a chain around it,then put a bar down through the drawbar and wrap the chain around that. Pull with some force with that. I'll give you some leverage and should pop out.
 
thanks for the info. did as you said and wrapped a chain around it. slid right out no problem! now i just need to take the nut off inside and remove the old seal. while i am at it, i may as well remove the pto assembly and install a new gasket! hopefully that fixes the problem leaks! have to wait for the snow to stop here tho! not a very good easter weekend!!!
