Pto. Problems on 1650 gas

On my 1650 oliver I went to use my menorah spreader and I find that the PTO will idol when I got it shut off will continue to run slow,under the pressure of a load it wound run until I turn it on, is there anyway I can stop this or fix it I have it adjusted as tight as I can?
