Oliver super 55 PTO issue to resolve

When I start the tractor up the pto runs contently. Move arm to stop it and nothing. I was thinking it needs to be rebuilt but now I wonder if I have an operational pto and the on off arm is not disengaging the pto to stop. Can any of you help. Is it something as simple as that or is it internal that I need to work on this summer? Like to get to bush hogging and some other farm work with it. Been using it as is without issue but having it run like that does make me nervous to be near it hooking up equipment. I am not scared of it but I am surly very, very cautious around it that's for sure. Any help on this would be great. Thanks guys.
 
Can't say for sure it's been sitting a bit over winter. What would I be looking for? Is there a certain amount I should really notice?
