1655 remote issues

One of my 1655's is having a problem with pressure pushing thru the remote when the lever is in the neutral position. Not terrible, but enough to keep slowly raising the implement while at PTO speed. Mainly the outer tedder baskets.
I looked thru my manuals but did not really get a clear answer where to start. Possible O ring issue in the valve or pressure relief issue?

Put a pressure gauge in the circuit and see how much is leaking. Are there any single acting cylinders on this implement?
 
I am hoping my new pressure gauge shows up tomorrow, I'll let you know as soon as I get the readings.

The tedder is a single action, it might be operator error as I forgot to loosen the bypass after having it in tight for 3pt operations.

I hooked up a dual action tonight, running at pto rpm it moved the cyl out about 1/4" over 5 minutes. Probably not a problem? Going thru the field with the tedder I would have had to bump it back down about every 45-60 seconds. The tedder is buried in the shed and is my only single action cylinder, when the mud dries I will do some digging and try it with the bypass loosened.
 
OK, checking at the remotes I have:

Idle 1800#
PTO RPM 2500#

It is the newer style "bolt on bolt" bypass, sounds like it needs replaced?

After rereading my other post I meant to say the newer style pressure relief valve.
