Oliver 1955 RPM Fluxuations

I have a 1971 Oliver 1955. On occasion the engine RPMs change without any adjustment to the throttle lever. This can happen while under constant load or just sitting. I believe it usually happens when the throttle lever is somewhere between 3/4 and wide open. When it happens, the engine will increase its speed abruptly by 200 to 500 RPMs and then drop back in speed anywhere from a couple of seconds to a minute. I?ve checked the linkages and they seem to be tight. Any help would be appreciated.
 
If the fuel flow to the injection pump is OK then I'd suspect the injection pump needs repair. Most likely the retainer ring is failing inside which will cause the trouble you describe. Just removed an Oliver 1655 pump from the test stand that had the same issue..
