Tilt Column 1650

Any tips or suggestions loosening a tilt column that seems to be locked in lowered position. Telescope works OK, but unable to move tilt. Lever near floorboard does not move. Is it rusted in place, broken or ?
 
Can you lift that lever/pedal up? It's hooked to a linkage rod that screws in to a spring loaded plunger. That plunger goes in a hole in the steering motor. Chances are,the linkage rod is broken or the plunger is rusted solid. You'll just about have to pull the fuel tank to get to that plunger and linkage,then when you get the tank out,it's right there in the open.
 
Maybe kind of a dumb question but, where specifically is this plunger? Engine side of steering or seat side? Is it one plunger and a number of holes in line to locate and lock in place? Another reply here also said he soaked with PB blaster. Can I even get at it short of pulling tank? I guess I need to know kind of where to direct that spray as an initial attempt. Pulling the tank will have to wait a bit. Thanks for reply.
 
Plunger's on the engine side. There are three holes in the hydramotor for three different positions. You might be able to direct a spray around the pedal to get it in there,but taking the tank off is really the only way to get to it. Can you lift the pedal to make sure it's not already down,which would indicate a broken linkage? I've had them break before.
 
Something became disconnected on that little pedal on my 1600, and the steering wheel has been up for over a year now. Once this summer tools around I might be able to spend a little time on it to fix it. Not looking forward to having to pull the gas tank to get at it.

I think it's possible for the plunger to come unscrewed off the linkage. My rod broke right where it makes a 90.
 
Pedal is up at it's highest position within the slot. Just won't move. Will try to direct some spray upwards there but will probably have to do as you suggested, pull the tank. Not looking forward to that right now.
 
Not a big deal once you get the hood off. Two bands around it is all. I don't think there are any screws holding it to the dash. If memory serves me right,only the 1850 has that set up.
 
Plunger is hard to see, it's behind and above the bottom of the tank. If the tilt pedal was froze to the shaft it would move with the left brake pedal. You may be able to get some spray on it if you take the dash cover off.
