I remember way back in the day,some of these guys would have a little LP tank sitting on the axle,then when they got going they'd turn it on and feed it in to the intake.
 
I think that was used on diesels to help burn more fuel, not on spark ignition engines. It would be interesting to see what all is in the space where the fuel tank used to be. (under the rear section of the hood)
 
He has removed the factory axle and hydraulic steering to lose weight on the tractor. That is very common in the Super Modified classes. rrlund is correct in that they usually use the rack and pinion setup off a car for the steering. Lighter and finer steering control too. Rugged no, but lighter.
