Thanks to you experts I think I've discovered the problem with my hydraulics.Cleon Cousy suggested that I check the bolts on the lever arms under the top cover. That's where the problem is. The key is broken and pretty much allows the arm to turn freely. Now to try and find the key. Looks just like a thick washer but I'm sure it's hardened steel. I looked up the part number so at least I have that.
 
Glad we could help! When working on my neighbor's 1650,I noticed a little play in the levers and the bolts on his were a little loose. Tightened them up and good to go. My nephew says I'm an Oliver expert but I'm just a wanna be! Mr J is the real expert on here.
