Oliver 550 special won't go into high rpm

I have a Oliver 550 special that doesn't go into high rpm it starts and runs fine at idle but can't get it to go over 150 rpm it has a new zebco carburetor and it is all set up right with a in line fuel filter it starts to sputter then stall when increasing the throttle I did a valve compression test and they all read in the 140 range so I'm shure the valves are good and new points and condenser my question is why won't the tractor go into high rpms

150 or 1500? Get rid of the inline filter first thing. It's probably not causing the problem of lack of RPMs,but it'll vapor lock and cause nightmarish problems later. Just use a sediment bowl and nothing else even if you have to buy a whole new assembly.

If you mean 1500 RPMs,it sounds like a problem with the adjustment of the linkage rod. You might be bottoming out before the rod from the throttle lever is opening the governor far enough.

Yes it's 1500 rpms
 
I got it to work installed a pertronix electronic ignition and the timing steadied up and she goes into high rpms now
