Adjusting super 88 governor?

I am working a super 88 gas. I have replaced manifolds and carburetor for other reasons, and have rebuilt engine. Starts easy and runs good at idle or full speed. But I cannot get the governor right and it's driving me nuts. I&t manual is a little confusing, but with throttle full open, and governor arm pulled all the way rearward, I have adjusted the linkage to the carb to be 1/16 too long, so there is some over travel. The problem is that when its adjusted like this, the throttle lever "bottoms out" 3-4 notches away from the bottom notch. The only way I see to fix this is adjust the rod between throttle lever and governor. I haven't tried this yet because the manual says this adjustment is for high idle, which is exactly where it should be now. What am I overlooking?

When you move the throttle all the way down does the threaded nut on the rod hit the slide? How many active coils do you have on the governor spring. I also had one time the problem was in the area of the bell crank under the fuel tank.
 
When both linkages are hooked up the throttle closes and that's what stops the governor arm and in turn throttle lever. with the linkage unhooked the threaded rod hits the slide about the same time the throttle lever goes into the lowest notch.

I'm having a hard time understanding the adjustment procedure. The last step is to set the high idle speed by adjusting linkage between throttle lever and governor. But it seems to me that this would change the idle position of the governor arm too.
