white 120 wont return to idle

Hey guys, grinding feed tonight and when I tried to throttle back on my white 120 the RPMs stayed right up at pto speed. It did eventually (2-3 minutes later) return to near idle. My question is, is my cable bad or is there a return spring or something somewhere I need to check? Right now the throttle in the cab is all the way to idle and the engine is running at about 1750rpms. Thanks for your help! Seems like all I have been doing is fixing this fall!
 
If I recall that engine has the Bosch VE pump, check to see of the pump throttle lever is hitting both the high and low speed stop screws with the cable, there's a lever return spring on the pump too, it could be broken. If it still won't idle and the lever is on the idle screw, has the fuel screw been tampered with? That will cause trouble too when fuel is turned up too high. There could be internal pump trouble too, if all else checks OK.
 
The lever is not returning to the idle screw. I haven't messed with the pump and it was putting out 140hp on the dyno when I got it. Is the return spring on the pump lever?
 
Yes, the return spring is under the lever, seldom see them break. Disconnect the lever linkage, move the lever by hand to full throttle and release it, it should go back to idle. If it does you have trouble somewhere else.
