Waukesha 283 diesel

Question for the Oliver Gurus, in the service manual I have it shows the diesel compression should be 350 PSI. Just got a 4-78 diesel forklift that has been rebuilt at some time, not sure when. Runs well after starting, very little blow by, but starts hard cold. Neighbor's 1655 diesel starts better than my forklift. Pulled the injectors, compression is low at 290-300 on all cylinders, and I suspect the valves and seats have been ground too much, causing the low readings. No where in the book I have gives any specs far as how much is allowed for milling the head, or where the valve face should be in relation to the deck surface. Other diesels have this info, I'm planning on pulling the head and having seats installed to get the valves closer to flush, but would like to know where they were when new. Thanks for any help in advance..
