Lazy diesel

A friend calls it a lazy diesel as my Cockshutt 570 has no snap to it when given the throttle. It needs a half throttle setting to start but runs fine after warmed. I've tried advancing the timing from the book's 26 degree to 30 degrees BTDC but that didn't change anything. Any ideas??
 
The PSB external spring governor always was lazy, especially at idle. Also never start one with the throttle at idle stop, lever needs to be about 1/3 for full load delivery for starting. Applies to American Bosch M100 pumps too, but they have a built in excess fuel cylinder to allow the control unit to deliver more fuel at low cranking speeds. 1/3 or more throttle is needed on those also for the excess fuel feature to work.
