The tractor starts good, but the engine surges nearly all the time. Works OK to accelerate, but when desired speed is reached, if surges all the time. I am guessing something in the governor isn't right, weak springs maybe? I've never had one apart, any guesses as to the cause? Thanks, Chris
 
The gov to carb rod length will affect surging too, on that model if it's too short it may surge. If too long gov action will be lazy. Start by setting it per the service manual.
 
As the other guy has said and. If it is running to lean it will do that. Try choking it some to see if that helps and if it does open the main jet a tad bit. Or and I so not remember but if it has a surge spring that could be getting weak and also cause that
 
Chris, Here is a picture of how to properly adjust the governor. When I did this to my 77 it still surged so I adjusted the bumper as directed and it still surged, so I removed the bumper screw and the little spring on the tip of it was broken and half gone. Put a different spring on from another one and adjusted as per the directions and wala it works perfectly. Hope this helps, Chuck
