1650 loader hydraulic problem third time

I checked both bleed screws to be sure screwed in tight. Same result. Boom goes up won't come dowm.Swapped hoses on that side again and boom goes up and down but lever works backwards.Neighbor wants to leave as is for now. What is causing this?

Those bleed screws shouldn't be turned in tight. You'll have to experiment with it,but start it up,loosen the lock nuts and start turning them out while you try to let it down.

Rrlund,
Are you talking about the restrictor valve? I've tried adjusting it several times but same result.I just can't figure out why it works fine when hoses are swapped. Something has to be stuck or plugged.

No, It has been 40+ years, but I don't think your interlock plunger is knocking the ball off the seat on one end. Did you check this when you had the top off?

Do you have an owners manual or I&T repair manual? Let me give you a paragraph out on my I&T. UNIT WILL NOT LOWER Could be caused by: Servo valve pilot spool sticking. Lowering valve worn or sticking. Lowering valve check valve not opening.

Try the restrictor valve. Under the seat, each side, there's a restrictor valve and a free flow valve. The restrictor valve is the one farthest out on the casting, the one that screws in to what looks like another large nut.
I'll have to just give you bits and pieces from the I&T. It says "before making any adjustments to the restrictor valve, remove load from remote cylinder".
The farther down,it says "If too much restriction results in the system relief valve blowing when the cylinder is being contracted, loosen the lock nut and turn the adjusting screw out (counterclockwise) as necessary to prevent blowing of the relief valve.".

The worst thing a person can do is to try to run a loader off of the 00/50 series Oliver remotes. They suck, period! Put on a Prince, Cross ect. valve with float and plumb it right off of the pump or better yet use a pto pump and you will be a lot happier. That stupid interlock valve was the dumbest idea ever. Our Case tractors don't need it and had hydraulics far superior to an Oliver and we have had a 1550,1600,2-1650's an 1800 and 3-1850's. I did like the 55 series system.

When the boom doesn't lower do you hear the relief valve blow? If it does then I'd agree with John that it's the interlock plunger not unseating the check ball, for whatever reason. That would happen if the bleed screw was open. Are the restrictor valves in place correctly? The tapered end goes to the inside. If you take them out, pull them straight out carefully. The end can fall down into the vertical passage and lodge in the port. I found that on my 1550 when I first got it.
