Oliver 88 Hydraulic Pressure

I am having issues with hydraulic pressure from the auxillary hydraulic pump on my 1952 Oliver 88 diesel. I have no hydraulic pressure from the hydraulic ports when I move the control levers. I checked the pressure by screwing a pressure gauge in the hydraulic discharge port. There was zero pressure. I removed the gauge and manipulated the lever with an open port and no oil came out. The pump had been rebuilt with new components and the center section is not cracked. The reservoir is holding the correct amount of fluid and is not leaking internally. The control levers are engaging the valve actuator(s) in the hydraulic reservoir. This particular unit has two levers, one on each side of the reservoir. I am not too familiar with how the system works so I need some advice on what to start checking for. Thank you.
