The Bosch VE injection pump should have the governor spring replaced. The variable rate spring in it now will be lazy for tractor use, too much speed drop when the load comes on, and more speed increase than needed when the load comes off. Most tractors have a 150-200 engine RPM drop from no load to full load. The truck spring will be more like 300-400. It will work, but you'll be moving the throttle more.

If you can get your hands on the last issue of Hart Parr Oliver Collector Magazine, there's an article that answers your questions. A few issues back they covered what dieseltech was explaining.
