With the top open to replace bent rods, made a bracket to activate the valves manually. You were right, new guides on three intakes were extremely sluggish.. At this point I am not sure if the machine shop left to tight clearance or something else gummed it up. It was all new 19 hours running time ago. Anyway thank you for your feedback and correct analysis. John

Thanks. But Chuck was on the money, too, and before me.

Removing the valve stem seals for a few (hundred?) hours may be a fix. Need replacing, eventually, to avoid induction vacuum drawing too much oil down the guides. Otherwise it seems like a need to remove the head and ream the guides to correct dimensions.
