1555 Diesel engine speed surging

Got my 1555 running today and sitting still run perfect until we started driving it then it started surging, running up and down, when it does this you can pull the kill cable and the engine won't stop right away but in a couple to 3 minutes it will die but it always starts right back, I don't think I have any restrictions or haven't found any so any ideas? Does it sound something in the pump, everything else in the engine is new even the injectors so any help is appreciated, thanks again
 
If the fuel flow at the injection pump inlet is known to be OK with no restrictions, then yes, it can be the injection pump. If engine has ever changed speeds without moving the throttle, then the weight retainer ring is probably failing. If you see what looks like coffee grounds inside the two screw timing cover area with the cover off, that confirms the pump needs repair. Just finished a JD 4010 pump for the same issue. If caught early the pump won't have major damage, meaning the hydraulic head locked up and the drive shaft broken. If run until the pins shear off then it gets expensive really fast..
