white 2-105 hydraulic problem

We rebuilt a 2-105 that had some fire damage, sat for 3 or 4 years and has been used primarily as our spraying tractor. The hydraulic levers are hard to move and I just assumed it was do to sitting so long. The sprayor pump is run off the hydraulics with a return line to the tank. Every once in a while, the hydraulics seem to lock up and pump does not work. I would move the levers one way or another and eventually it would get started. That said, I was running it on my vermeer round baler today and the same problem happened. Tried to close the back and it would stop. Tried it 3 more times and it worked and seemed to work the rest of the evening. The other valve hooked to the twine control cylinder did the same thing. When we had a different tractor on the baler before, we did not have this problem. What could be causing the hydraulics to lock up, almost as if under pressure and then allow it to work again. Any help would be appreciated.
