1650 diesel races at start up

We have an early 1967 1650 diesel. The engine races at start up for about 5 seconds, then it settles down and runs normal. What causes this?
 
Sounds like the injection pump will need service soon. The weight retainer ring is most likely breaking apart. Usually you will notice that speeds change without touching the throttle, and/or engine will loose power and die, then restart in a few minutes. Make sure the fuel flow is OK first, a bad filter or fuel restriction will cause governor issues too.
 
Had the pump rebuilt. Runs smoother than it has in years.
