1850 balancer issue

Okay, i posted a couple of weeks ago about the balancer on my Perkins. Got it apart yesterday, pictures attached. The splines on the crank are pretty buggered up. The balancer has had a smooth bushing pressed into it and they tried to squeeze everything together using a tapered washer. The washer broke into 4 pieces. So i assume the balancer is supposed to have a splined sleeve. If it did, is there enough spline on the crank to make it work? Somebody mentioned a compression washer, is that what i need to try here? The threads in the end of the crank seem to be okay. Advice would be appreciated, thanks!
 
Was this piece in there? It should be right behind the big flat washer in the front of the hub,right at the end of the crank.
