Well I studied the parts and service manual and took the cover off the governor housing on the injection pump figured since it was not running I wasn't going to loose anything.
Good news is the nut holding the throttle shaft onto the governor had come off and the shaft came back to the cut off fuel position.Pulled the pump off a parts 1450 and put the 1465 governor back together.Fired her up and she runs like a champ.Love the easy fixes.Really like the way it rides and drives definitely a step up from the 1450 although it has the same trans/rear.
 
At one time we had 2 1450 tractors ,they were both good tractors but painfully hard to get parts .Lots of pieces not available and that was over 20 yrs ago.

I'm about 150 miles South of Baltimore,come by if you're down my way.My email should work on this post.My 1465 has the Fiat governor I see they also came with a Kiki governor.
