1550 hyd lift questions

I could not get the lift arms to drop consistently. They would work a few cycles then stay up. The free travel is in spec and the bypass valve is closed. I was pushing the control lever all the way forward to lower but I found that the arms drop consistently when it is about an inch back from there. Question 1: Is this normal operation or is there something else to adjust? Question 2: My plowing experience was on trail plows. With a mounted or semi-mount plow, is the depth controlled by setting the stop on the control lever?
 
To lower don't move the handle all the way down. I have not been on an Oliver with a 3 point in close to 40 years but about half way on the quadrant will let it lower all the way. Part 2, are you thinking mounted or semi mounted plow?
 
A guy near me has a 3 point 3 bottom plow for sale. Don't know if it's 14 or 16. JD but at least it's green. I'm thinking about getting it. I used to help FIL with plowing but always with trail plows.
