IXA-3 Governor spring?

When I test drove my crawler the governor seemed to be non-functional, and it required throttle control just like driving a truck with a manual transmission. I am doing some work on it and took the governor out and found nothing wrong with it. Is it possible the exterior spring has changed due to age enough to become the problem? It could even have been changed out to whatever the PO had handy. Does anyone have tension specs for it?
I guess I had better call Mr Z in the morning.
 
If you unhook the rod that goes from the governor to the carburetor and move it so the engine changes speeds will the governor arm move? How much wear was there in the pivot pins of the weights to start with?
