1550 governor

Got a 1550 that maybe will get up to 1/3 engine speed . Throttle will go all the way checked gas flow that's good at carburetor everything works . Pulled on governor rod as it was running didn't move . It seems to me when a governor goes it just won't open up under load it's got me wondering what's going on

When you pulled on the governor rod, did you unhook the rod that goes from the governor to the carburetor? If not start the engine and as you move that rod and the engine changes speed does the governor arm have movement/ Also need a tractor serial number as some 50 series have a Pierce governor and some have a Hoof.
 
It's the second one built . I'll try that idea tomorrow when I moved the throttle plate on the carburetor but it didn't speed up then that's what has got be baffled. When I pulled on the rod it felt like it was bumping over splines
