77 oil pressure after long nap.

I bought a 77 HC that had been sitting for a number of years. The engine had been in the middle of a rebuild when the previous owner quit on it. It has sat outdoors with the block covered somewhat and no pan or oil pump on it, pistons in. The rest of the parts were under cover. There was originally a complete gasket set as the guy had started a rebuild and with the big cost of a complete gasket set I didn't want to strip the block to have it boiled out. I did blow it out with air and penetrating oil. My problem now is that there is no oil pressure to speak of, not enough to get oil up to the gauge. There is some flow at the gallery in the block where the gauge line is. There is some at the rocker arm assembly. As a matter of fact on # 2 or 3 one of rockers gushes oil. Another one further back has more of a flow than seems it should. I opened the relief valve cap and pulled the spring but the valve was stuck. I tapped it with a screw-driver and small hammer and it drove on into the bock probably 1/2 inch. I thought that might help but it didn't. Can you get to the gallery in the side of the block from the front with the front cover off? I can use any idea you guys might have. I don't want to strip it down but if I have to I will. if he cooked the block they might have left the plug behind the timing gears out . I wouldn't have thought the valves would get much oil with that left out though . the tube that is in the oil filter is a retrictor tube , check that .that's all I can think of right now .
 
After talking to John Schweibert I discovered the restrictor tube in the oil filter base was AWOL. I found one, cleaned it out, pounded it in the base and got 20 lbs of oil pressure. I can live with that. Thanks for chipping in guys and especially to John. gm
