white 140 again

I have been working on a white 140 the past couple nights. The problem is when at idle and use the 3 point or the hydraulics the transmission lube light will come on. Here is what I have done so far.. Changed filter changed fluid checked and cleaned the inlet screen. Put a gauge on to check the pressure at the sending unit and yes when at idle and pull the hydraulic lever the gauge drops to 0. With throttle wide open it has 50psi, activate the hydraulics and it drops to 25 psi with throttle wide open. So pulled transmission cover off to look at the outlet tube, bolt its tight, and no worn spots in the tubes, inlet tube seems tight and in place but not sure how its held in there but its tight and in place. put a piece cardboard where cover suppose to be so i could peak in there as it was running and no leaks at the O rings. Is there a way to test the charge pump? Could it be a relief valve somewhere? Any help would be appreciated..
 
There is a relief valve and a cooler bypass valve in the filter head. They are behind big headed nut plugs on the filter head.
