1655 lost hydraulics

I developed a pretty good leak yesterday while mowing and ran the resivor low. Removed the leaking hyd line (went to a coupler I wasn't using) and plugged it. Refilled and everything worked good. Today while tedding I had to keep bumping my hyd lever to drop my outer stars back down (must be bypassing the levers somehow). Before long my steering started to get tight, hurried up and swapped tractors. Got looking at it tonight and I can barely lift the 3 pt, won't raise the haybine only rock the cyl. Steering is still tight at all RPM's. Possible bad relief valve? Or worse?
When I got the tractor the previous owner removed the loader but not the power beyond plug. With help from here we found it was still installed so I removed it. The relief valve is turned in tight (one of the checks before we found the plug). Thoughts??
 
Several thoughts. The first one that comes to mind is proper 3 point free travel adjustment? second thought is does your hydraulic unit get hot? Third thought is are you running a one way cylinder, fourth one is does your tractor have the pilot operated relief valve when you say you cranked it down tight?
 
I'm having the same issue with my 2-70 White. I've been troubleshooting and it looks like my trouble 'might' be the priority flow valve.
 
3 pt - I believe so, It goes about as low as the draw bar and to full raised height. Currently As long as no other hyd is being used (steering, remote, etc) If so it stops.
Temp - kept feeling the filter housing yesterday and it seemed to be cool. Tried again today cold and still no power steering.
Cylinder - I'm assuming it is a 2 way with one hose. It worked OK on the haybine (1 hose), the tedder (1 hose) it started to act up. My 1755/1855 no issues on either.
Relief valve - that i'm not sure. I'm trying to find the post from a few months ago when I got the tractor and had no hydraulics after the loader was removed. The relief valve has a lock nut 1 1/8"? Never pulled it out, just turned it in tight as one of the checks. Thats when with help we found the bypass plug (allen) was still in the system.
 
When the 3 point is all the way up, there must be at least an inch of free travel in the lift arms. Lift up on the arms when they are all the way up and see if you have that.
 
I just checked the 3 pt, when fully raised it is tight. No upward movement. I have not tried any weight other than myself (lifts no problem). No matter when there 3 pt is set their is still no remotes or steering. I really need to get a shop manual off the Floyd County Museum... where do I look / adjust next?? Thank you!
 
I fired the tractor back up and started adjusting the turnbuckle attached to the 3pt lever. I have no movement out of the 3 pt now. Looking in the dipstick hole the oil doesn't appear to be moving...
 
Update:
I was taking the tractor back to the shed and the steering started to get some power assist. I adjusted the 3 pt to have about 1 1/2" of free travel once up. The 3 pt goes up and down now until you move the steering wheel. As soon as you move the wheel the 3 pt stops. Once your done moving the wheel it goes again. I have not tried connecting a remote yet, I can hear the normal sound of the fluid building pressure but have not tried raising anything. At idle their is very poor steering assist, around 2000 rpm it is OK but the 3 pt still stops when turning the wheel.
I tried turning the 3/4" fine thread bolt back out some but it did not make any difference.
