1655 steering cylinder

Just swapped out power steering cylinder with good used one. This one has a small hose nipple and elbow coming out of the center of the pinion cap. A very small amount of hydraulic fluid has oozed out of this fitting since I have used the tractor a couple of times. Is this supposed to be a return or vent of some kind? The old one did not have
this.
 
Isn't that steering cylinder vent port supposed to T-in into the cooler charge pump return line
 
I don't know where it goes,I just know it doesn't go anywhere on a closed center 1655. I put one from an older Oliver on my 2-135 White last year. I had to take the plug out and put an elbow in it for that return line.
