question for Cockshutt/Coop guys

I'm rebuilding a 6B230 that's been apart for a long time. The two 3/8 plugs are for the ends of the oil passage through the block but I can't find a place for the 1/4 plug anywhere on the block or head. The washer next to it was with the distributor parts but it doesn't fit anywhere on it. It's 9/16 ID, 11/16 OD and .060 thick, and hardened. Shiny from wear on both sides and slightly dished. Can anybody help??

I don't know how far the engine is or has been apart but maybe they plug a couple bores in the block behind the timing cover and where forgotten to put in.
And if you can't find a hole for them to plug you obviously don't need them.
I would throw the plugs in the spare plugs jar and the washer in the scrap pail.
 
does the plug belong in the top of the water manifold? Does the washer belong behind the lock nut for the oil pressure adjustment. If not is it a valve spring shim? Irv
 
I used to work in a shop where one mechanic was a @%$hole that nobody liked. Some of the other mechanics (never me) would throw extra parts in his pile to confuse him when he put things back together...............
 
I know about that trick from years in tool and die work. Nobody here but me. FYI, guys, the washer fits the governor shaft. Still haven't figured out the plug.
