HG governor isn't working

I finally got to drive it round for an hour today and moved a few buckets of dirt and ground asphalt, and ripped out some concrete.
The rams leak, but not bad..

Major issue, governor is not working, some feedback might help me out. I have the instruction manuals for the HG and OC3 and the parts book for the OC3. My governor is the earlier non-bumper spring type., and I set the rod 1/4 inch forward of the hole according to the manual. The tractor has no "quadrant" like it did stock, but a different arrangement but still operates by moving the lower governor lever.
I have installed a Zenith carb and can set the throttle arm anywhere I want. When facing the engine from the right side, full throttle is clockwise. Is that correct? If I am wrong that would explain the problem.
Also, with the stock carb, what is the distance from the center of the throttle shaft to the center of the throttle rod hole?
If thats not it, and I take the governor out and find problems, does Zimmerman or anyone have parts for it?
 
When you start the engine and run it in about the middle of the RPM range and you unhook the rod that goes to the carburetor and move the arm so that engine RPM changes, does the arm on the governor also move to compensate for the changes in RPM? Have you taken the governor cover off and inspected the thrust bearing and also looked at the pivot points on the weights. The pins and or the weights are probably worn hindering proper movement of the governor. My 2 cents worth for . Also when the throttle plate is wide open and the hand throttle is wide open, how much over travel do you have in the rod with the engine off?
 
The first thing I would like to determine is if I set it up to pull in the right direction, and it could go either way. The tractor came with no carb and a non-stock throttle assembly.
Clockwise?
Does advancing the throttle on a stock unit move the governor rod forward?
I dont know how else to rephrase this question I have posed before.
 
O. K. Is there a stop pin on the carburetor that the throttle shaft will stop against when the butterfly is wide open> You probably should take the carburetor off and check. There should also be an adjusting screw on the on the arm which is used to set the idle RPM.(Look on page 24 of either an OC-3 or HG operators manual. Which way do you move the throttle control to increase tension on the governor spring? Move it in the direction so you increase the tension on the spring. That should be wide open. Then adjust the rod between the governor arm and the carburetor so it has about 1/16 inch over travel. Try it there. Remember is you want to pull the weight assembly out it is attached to the magneto drive gear so line up your timing marks first.
 
I found the answer by looking at an Ebay ad photo last night. It moves clockwise to advance. Thank you.
Now I have elimated everything but an internal problem with the governor. I will take it apart in a week or so when I pull the radiator to get at the hydraulic drive and silly hand start system.
